There’s no deterrent like a financial deterrent.
A father and son who went snowboarding out of bounds and had to be rescued at a North Vancouver mountain resort on Dec. 29 have been billed for the effort.
They can pass as many rules and regulations as they want but you can’t legislate common sense. You can however provide a little incentive.

Will they make immigrants and minorities pay for translators in court when we know they can really speak English?

This is sort of apples and oranges I know but where do we draw the line? Do we charge people user fees for medical coverage because they eat at McDonalds etc knowing that type of food is crap? Do we charge smokers user fees? People who work in hazardous conditions?

It probably won’t serve as a deterrent, but at least those who survive their foolishness (snicker, snicker) can pay for all the chaos they caused.
